Concessionaire Company

A Public Private Partnership agreement was concluded between the Department of Trade, Industry and Competition (the dtic), National Treasury, the City of Tshwane Municipality and Rainprop RF (Pty) Ltd on Friday 08 August 2003 in Pretoria.

In terms of a Public Private Partnership (PPP) procurement framework, the dtic awarded a 25-year master concession to Rainprop to design, build, finance and operate the new head office campus. This was the first national accommodation PPP project to be approved by the National Treasury’s PPP Unit under the Public Finance Management Act. 1 of 1999 (PFMA).
